  1. IMF ने दुनिया और भारत की विकास दर में कटौती की

विश्व बैंक-अंतर्राष्ट्रीय मुद्रा कोष (आईएमएफ) की वार्षिक बैठक में आईएमएफ ने 2019 में वैश्विक वृद्धि को घटाकर 3% कर दिया, जो वैश्विक वित्तीय संकट के बाद सबसे धीमा था।

भारत के विकास अनुमान 2019 और 2020 में क्रमशः 6.1% और 7.0% तक घट गए हैं, जो कि अप्रैल अनुमानों के सापेक्ष 1.2 प्रतिशत अंक और 0.5 प्रतिशत अंकों की गिरावट के साथ घरेलू मांग से कमजोर है। अप्रैल-जून की तिमाही में भारत की विकास दर 5% थी, जो कि सरकारी आंकड़ों के अनुसार छह साल में सबसे कम थी। उपभोग, निवेश और निर्यात में कमी आई थी।

  1. भारतीय रेलवे 2030 तक शून्य कार्बन उत्सर्जक बन जाएगा

भारतीय रेलवे (IR) ने घोषणा की है कि यह 2030 तक शुद्ध-शून्य कार्बन उत्सर्जक बन जाएगा। यह कदम जलवायु परिवर्तन से निपटने के लिए भारत की रणनीति का एक हिस्सा होगा। रेलवे और वाणिज्य मंत्री पीयूष गोयल ने नई दिल्ली में CERAWEEK द्वारा इंडिया एनर्जी फोरम में घोषणा की। भारत अमेरिका और चीन के बाद ग्रीनहाउस गैसों का सबसे बड़ा उत्सर्जक है, और जलवायु परिवर्तन के लिए सबसे कमजोर देशों में से है।

भारतीय रेलवे दुनिया का सबसे बड़ा रेलवे नेटवर्क है। इसमें एकल प्रबंधन के तहत लगभग 1,25,000 किमी का रेल नेटवर्क है। आईआर को अपने नेटवर्क के साथ भूमि के बड़े हिस्से में सौर ऊर्जा उत्पादन क्षमता स्थापित करना है।

  1. अनूप कुमार मेंदीरत्ता को नए कानून सचिव के रूप में नियुक्त किया गया

अनूप कुमार मेंदीरत्ता को केंद्रीय कानून मंत्रालय में नए कानून सचिव (सचिव, कानूनी मामलों) के रूप में नियुक्त किया गया है। वह वर्तमान में जिला और सत्र न्यायाधीश, उत्तर-पूर्व जिला, कड़कड़डूमा कोर्ट, दिल्ली हैं। वह 30 मार्च 2023 तक या 60 वर्ष की आयु प्राप्त करने तक स्थिति में रहेंगे।

  1. जे. पी. एस. चावला लेखा महानियंत्रक के रूप में कार्यभार ग्रहण किया

भारत सरकार ने जे. पी. एस. चावला, (1985-बैच के भारतीय नागरिक लेखा सेवा (ICAS) अधिकारी) को वित्त मंत्रालय, व्यय विभाग के नए महानिदेशक (CGA), के रूप में नियुक्त किया है। वह गिर्राज प्रसाद गुप्ता का स्थान लेंगे।

  1. ग्लोबल हंगर इंडेक्स 2019 में भारत 102 वें स्थान पर है

2019 ग्लोबल हंगर इंडेक्स (GHI) बताता है कि दुनिया भर में भूख और पोषण का स्तर गंभीर है। सूचकांक के अनुसार, भारत 30.3 के स्कोर के साथ 117 योग्य देशों में से 102 वें स्थान पर है।

ग्लोबल हंगर इंडेक्स (जीएचआई) पर भारत 2010 में 95 वें स्थान से गिरकर 2019 में 102 वें स्थान पर आ गया है, जिसमें देश के खराब प्रदर्शन में सबसे ज्यादा योगदान देने वाले 5 से कम स्कोर वाले बच्चों के बीच ऊंचाई के लिए कम वजन का प्रचलन बढ़ा है। बेलारूस, यूक्रेन, तुर्की, क्यूबा और कुवैत सहित सत्रह देशों ने जीएचआई स्कोर के साथ शीर्ष रैंक 5 से कम साझा की।

  1. रक्षा मंत्री राजनाथ सिंह ने नई दिल्ली में 41 वें डीआरडीओ निदेशकों के सम्मेलन का उद्घाटन किया

रक्षा मंत्री राजनाथ सिंह ने नई दिल्ली में 41 वें डीआरडीओ निदेशकों के सम्मेलन का उद्घाटन किया। इस अवसर पर तीनों सेनाओं के प्रमुख और DRDO के अध्यक्ष जी. सतीश रेड्डी भी उपस्थित थे। चर्चा में डीआरडीओ द्वारा देश की सुरक्षा के लिए भारतीय बलों की तकनीकी प्रगति सुनिश्चित करने के लिए किए गए प्रयास शामिल थे। यह सुझाव दिया गया था कि DRDO प्रौद्योगिकी के अवशोषण में एक उत्प्रेरक बनने में महत्वपूर्ण भूमिका निभा सकता है।

  1. मेक इन इंडिया को मजबूत करने के लिए CBIC ने कार्यक्रम शुरू किया

केंद्रीय अप्रत्यक्ष कर और सीमा शुल्क बोर्ड ने सीमा शुल्क अधिनियम, 1962 के तहत बांड योजना के तहत भारत में निवेश आकर्षित करने और विनिर्माण और अन्य कार्यों के लिए मेक इन इंडिया को मजबूत करने के लिए एक नया और सुव्यवस्थित कार्यक्रम शुरू किया है।

अनुभाग सीमा शुल्क बॉन्ड गोदाम में निर्माण और अन्य संचालन के संचालन को सक्षम बनाता है। वेयरहाउस विनियम 2019 में निर्माण और अन्य संचालन के मुद्दे द्वारा योजना को स्पष्ट और पारदर्शी प्रक्रियाओं, सरलीकृत अनुपालन आवश्यकताओं को सरल बनाया गया है।

  1. किशन दान देवल को जॉर्जिया में भारत के अगले राजदूत के रूप में नियुक्त किया गया

किशन दान देवल (2003 बैच के आईएफएस अधिकारी), जॉर्जिया में भारत के अगले राजदूत के रूप में नियुक्त किया गया है। वह योगेश्वर सांगवान का स्थान लेंगे। देवल वर्तमान में भारतीय के आर्मेनिया गणराज्य के राजदूत के रूप में सेवा कर रहे हैं।

  1. आईसीसी ने जिम्बाब्वे, नेपाल को सदस्यों के रूप में शामिल किया

दुबई में आयोजित बैठक में जिम्बाब्वे और नेपाल को आईसीसी सदस्यों के रूप में फिर से शामिल किया गया। जिम्बाब्वे अब जनवरी में आईसीसी मेन्स अंडर -19 क्रिकेट विश्व कप और बाद में 2020 में आईसीसी सुपर लीग में अपनी जगह लेने में सक्षम होगा।

जिम्बाब्वे क्रिकेट को इस साल जुलाई में तत्काल प्रभाव से अंतर्राष्ट्रीय क्रिकेट परिषद (ICC) की सदस्यता से निलंबित कर दिया गया था। को 2016 में नेपाल पर “सरकारी हस्तक्षेप” के कारण प्रतिबंध लगा दिया गया था।

  1. IMF cuts World and India growth rates

The World Bank-International Monetary Fund (IMF) annual meetings kicked off on a somber note, with the IMF downgrading global growth in 2019 to 3%, the slowest since the global financial crisis.

India’s growth projections have also been downgraded to 6.1% and 7.0% in 2019 and 2020 respectively, down by 1.2 percentage points and 0.5 percentage points relative to April projections, owing to weaker than expected domestic demand. India’s growth rate in the April-June quarter had hit 5%, the lowest in six years, as per government data. Consumption, investment and exports were down.

  1. Indian Railways to become net zero carbon emitter by 2030

Indian Railways (IR) has announced that it will become a net-zero carbon emitter by 2030. The move will be a part of India’s strategy to combat climate change. The announcement was made by railways and commerce minister Piyush Goyal at the India Energy Forum by CERAWEEK in New Delhi. India is the biggest emitter of greenhouse gases after the US and China, and is among countries most vulnerable to climate change.

Indian railways is the world’s largest railway network. It has a rail network of around 1,25,000km under single management. IR is to go green by setting up solar power generation capacities in its large tracts of land along its network.

  1. Anoop Kumar Mendiratta appointed as new Law Secretary

Anoop Kumar Mendiratta has been appointed as the new Law Secretary (Secretary, Legal Affairs) in the Union Law Ministry. He is presently the District and Sessions Judge, North-East District, Karkardooma Courts, Delhi. He will serve in the position till 30 March 2023, or until he attains the age of 60.

  1. J.P.S. Chawla assumes charge as new Controller General of Accounts

Government of India has appointed J. P. S. Chawla, (1985-batch Indian Civil Accounts Service (ICAS) Officer) as the new Controller General of Accounts (CGA), Ministry of Finance, Department of Expenditure. He will replace Girraj Prasad Gupta.

  1. India ranked 102 in Global Hunger Index 2019

The 2019 Global Hunger Index (GHI) indicates that the level of hunger and under nutrition worldwide falls into the serious category. As per the index, India ranks 102nd out of 117 qualifying countries, with a score of 30.3.

India has slipped from 95th rank in 2010 to 102nd in 2019 on the Global Hunger Index (GHI), with the increase in the prevalence of wasting (low weight for height) among children with score under 5 contributing the most to the country’s poor performance. Seventeen countries, including Belarus, Ukraine, Turkey, Cuba and Kuwait, shared the top rank with GHI scores less than 5.

  1. Defence Minister Rajnath Singh inaugurates 41st DRDO Directors Conference in New Delhi

Defence Minister Rajnath Singh inaugurated the 41st DRDO Directors Conference in New Delhi. Chiefs of the three forces & DRDO Chairman G Satheesh Reddy were also present on the occasion. The discussion included efforts taken by DRDO to ensure technological advancement of the Indian forces to safeguard the country. It was suggested that DRDO can play a significant role in becoming a catalyst in the absorption of technology.

  1. CBIC launches programme to strengthen Make in India

Central Board of Indirect Taxes and Customs has launched a revamped and streamlined programme to attract investments into India and strengthen Make in India through manufacture and other operations under the bond scheme, of Customs Act, 1962.

The Section enables conduct of manufacture and other operations in a customs bonded warehouse. The scheme has been modernized with clear and transparent procedures, simplified compliance requirements ICT-based documentation and account keeping, by the issue of Manufacture and Other Operations in Warehouse Regulations 2019.

  1. World Food Day observed on 16 October

World Food Day is celebrated every year around the world on 16 October in honor of the date of the founding of the Food and Agriculture Organization (FAO) of the United Nations in 1945. The theme for WFD 2019 is “Our Actions Are Our Future”.

This day generates awareness globally for those who suffer from hunger and to ensure the need for food security and nutritious diets for all. The main focus of this day is that food is a basic and fundamental human right.

  1. Kishan Dan Dewal concurrently accredited as the next Ambassador of India to Georgia

Kishan Dan Dewal (IFS officer of 2003 batch), has been concurrently accredited as the next Ambassador of India to Georgia. He will replace Yogeshwar Sangwan. Dewal is presently serving as Ambassador of India to the Republic of Armenia.

  1. Zimbabwe, Nepal readmitted as ICC members

Zimbabwe and Nepal were re-admitted as ICC members in a meeting held in Dubai. Zimbabwe will now be able to take up their place in the ICC Men’s U-19 Cricket World Cup in January and the ICC Super League later in 2020.

Zimbabwe Cricket had been suspended from membership of the International Cricket Council (ICC) with immediate effect in July this year. Nepal had been banned in 2016 for “governmental interference” as well.
